The public sector is undergoing a transformation in the UK and across the EU. Public sector information (‘PSI') is becoming more easily available, yet simultaneously more carefully protected, with different public sector trading models being established. Competition, monopoly, level-playing fields, intellectual property rights, access and legislation can all create opportunities for innovation as well as barriers to progress.

The Locus Association is a trade association of private organisations working to increase opportunities and reduce barriers to fair trade between the public and private sector, particularly in the use of PSI.

By acting collectively, and in conjunction with experienced public affairs and legal advisers, Locus' members are able to have greater influence on the Government, Parliament and the media at UK and EU level, than they would acting alone. Locus also provides a forum where like-minded people can share knowledge and experience.

Locus has appointed Quintus Public Affairs Ltd to provide communications advice, and Dorsey and Whitney LLP to provide legal advice.

Locus' key aims are to:

  • Promote the development of a high-quality, successful, independent and strong private sector;
  • Where necessary, persuade policy-makers to change public policy relating to PSI to the benefit of members, whilst taking account of the public good;
  • Encourage public policy initiatives that increase access to, and availability of, PSI;
  • Raise awareness of bottlenecks or structural difficulties that hinder fair competition and work to resolve them;
  • Provide full members with legal information on standard terms and conditions; and
  • Support members in their dealings with the public sector.

The President
Sir Bryan Carsberg has held a number of high-profile positions in public office, including Director-General of Oftel (the former telecommunications regulator), Director-General of the OFT and Secretary-General of the International Accounting Standards Committee. Sir Bryan has extensive experience of the issues surrounding PSI.
